International Cooperation of Ukrainian Communities: Bringing Together Research, Expertise and Practice

On 9 September 2026, a Memorandum of Cooperation was signed at the Educational and Scientific Institute of International Relations of Taras Shevchenko National University of Kyiv between the Institute and the NGO “Center For Strategic Communications And Regional Studies Development”.

The Memorandum lays the foundation for a long-term partnership that will bring together the academic, educational, expert and practical capacities of both parties to advance international cooperation and strengthen international and strategic communications at the level of Ukraine’s territorial communities and regions.

Key areas of cooperation include joint research and analysis, the development of international partnerships for communities, strategic and crisis communications, information resilience and countering disinformation, as well as the preparation of methodological recommendations and educational programmes for local government representatives.

Particular attention will be given to strengthening the professional capacity of communities in the field of international engagement, including cooperation with international partners and donors, the preparation and implementation of international projects, partnership development and resource mobilisation.

The Memorandum was signed by Olena Pryiatelchuk, Acting Director of the Educational and Scientific Institute of International Relations, and Zhanna Patsora, Director of the NGO “Center For Strategic Communications And Regional Studies Development”.

“For us, this partnership is particularly important, as Ukrainian communities are increasingly becoming active participants in international cooperation, building their own partnerships and representing Ukraine internationally,” said Zhanna Patsora.

Olena Pryiatelchuk emphasised the importance of combining academic expertise in international relations with practical experience of working with communities, so that knowledge, research and expertise can be transformed into practical tools for international engagement, development, recovery and strengthening Ukraine’s resilience.

The partnership will continue through joint research, educational and expert initiatives, as well as new formats of international cooperation.
